This is believed to be: "Gall caused by the fly Jaapiella veronicae on Thyme-leaved Speedwell (Veronica serpyllifolia), this is unusual as the host plant is normally the Germander Speedwell Veronica chamaedrys, maybe this fly was short sighted or had no concept of species" (Note from Carl)
